Policy-at-Munk Fall (2023) Case Competition

Date of Event: Friday, November 3, 2023

Location: Campbell Conference Centre on Devonshire Place from 9 am to 4 pm.

The eighth annual Policy-at-Munk Fall Case Competition will take place in person at the Campbell Conference Centre on Devonshire Place on November 3, 2023, running from 9 am to 4 pm. Over the Masters of Public Policy and Masters of Global Affairs programs, there are several opportunities to compete against other schools and organizations in case competitions, for example, the National Annual Public Administration Case Competition, the Ford+Munk conference, Global Public Policy Network (G.P.P.N.), the SHIFT case competition and others.  Also, many courses require case preparation and presentation to help develop in-demand professional skills.  The Policy-at-Munk Fall Case Competition provides a unique opportunity to develop and hone these skills and have some fun at the same time.

The Policy-at-Munk Fall Case Competition is a policy-oriented competition that is open to Master of Public Policy and Master of Global Affairs students in both first and second years.  The competition provides a unique opportunity to develop and hone analytical, presentation, and problem-solving skills in a team-based format.  It is the first of several policy case competitions held over the school year.

The competition will follow the format of the National Public Administration Case Competition held annually in February, which brings together teams from Public Policy and Public Administration Schools across Canada.   It allows students to test their skills and decide if they want to try out for our National Team in February. Performance in the Fall Case Competition is one factor used to select our National Team.

Students are invited to enter individually or with a colleague. The organizers will form teams of four or five, with the goal of mixing first- and second year MPP and MGA students.  The teams will receive the policy case challenge one week before the competition. Each team will be assigned a coach who will work with it over the week-long preparation phase. Coaches are drawn from our faculty and senior fellows. Registration is now closed.

Teams will receive the case challenge one week before the competition and will work with their coaches to prepare a presentation, which defines the issue, identifies risks and sets out strategic options and a preferred approach.  On the day of the event, they will present to a panel of judges drawn from senior levels of federal, provincial and municipal government.

We are pleased to announce this year’s judging panel:

  • Tina Green, Assistant Secretary, Regulatory Affairs Sector, Treasury Board of Canada Secretariat, Government of Canada

  •  Melissa Thomson, Deputy Minister of Long-Term Care and Deputy Ministry for Seniors and Accessibility, Government of Ontario

  •  Jonathan Lebi, Assistant Deputy Minister, Integrated Policy and Planning Division, Ministry of Transportation, Government of Ontario

  • Denise Andrea Campbell, Executive Director, Social Development, Finance and Administration, City of Toronto

Policy-at-Munk Fall Case Competition 2022

Congratulations to our 2022 Policy-at-Munk Fall Case Competition winners: Ayaka Kimata, MPP1, Shaivalini Shukla, MPP1, Rehan Michael Setna, MGA1, Daniel Costanzo, MGA1 and Kuljit Kaur, MPP2. On November 4th , 2022, 50 students competing in 10 teams tackled the challenge of addressing current capacity crisis in Ontario’s health care system. With a focus on labour shortages and the innovative use of technology, students impressed a panel of judges from the Canadian, Ontario and Regional Municipality of Peel Public services.

The judges, three assistant deputy ministers from diverse provincial and federal portfolios, and a regional commissioner of human services, were all extremely impressed with the quality of the proposals presented by the student teams. The teams were made up of both MPP and MGA students from first and second years and were coached by faculty members, policy professionals, and MPP alumni.

Munk’s case competition program provides students with the chance to address policy challenges in a “real-world” simulation and to work in teams with first and second-year MPP and MGA students. Even in a virtual environment, the day was an exciting one as the student teams presented proposals they had been working on for only one week.
